City of Seattle Municipal Civic Center Master Plan

Urban design of a master plan for Seattle's City Hall.

Hewitt, in affiliation with Weinstein Copeland Architects, conceived of a master plan for a new civic center in downtown Seattle including a new City Hall and a major public open space. This plan addresses the physical layout of the City-owned, two and one-half blocks with an adjacent high-rise tower on a steeply sloping section of downtown Seattle.

Public open space is a major element of the plan, which called for cascading gardens, large plazas, amphitheater-like seating for performances and a belvedere overlooking the assembly areas. The plan envisioned a hillclimb assist for pedestrians and improved connections to the Seattle Municipal Tower.
